What is a subi-apologist?

Does it mean when I apologise to a person from the sub-continent?

In sentence...

"Sorry, SG, but that was floating down leg."

It's someone from the Subcontinent of Asia who skully believes is making excuses for behaviour by Subcontinental teams which he finds inexcusible.
