It doesn't seem right that Qld, NSW and Vic should be allowed to compete on equal terms with the others, when the least of them is twice as big (pop) as the biggest of the others.

Could NT be drafted in to help WA, NZ be assigned to Tas, and maybe ACT, Anarctic Territory and Christmas Island be invited to help out SA?

Why would they bother? If Qld can bat for 3 days for 900 in a Final, why wouldn't the Viles?

The format of the shield final needs to change. There's more often than not going to be dull cricket when one team only needs to draw the match in order to win the shield.
