Steyn was but a pup when he first lined up against England, so you can discount his lack of world-beating-ness there.
When SA toured (was it 08?) he was definitely carrying a knock and only played in two games (taking seven wickets in the win at Headingley).
This game, he's just back from injury.
I wouldn't be too quick in writing the bloke off. He's a very skillful bowler who will cause England plenty of problems if/when he clicks in the next two Tests.
