.......if there's a major terrorist attack quite soon. About a year ago, the Bush administration managed to get through some sort of rule where the outgoing President stays in power in the event of a national catastrophe like 9-11.

Strange thread. Manages to ignore the 22nd and 25th ammendments and the fact that only two other amendments have been past in the last forty years. None during Bush' reign.
