For all of the money that Australia puts into sport, the USA puts even more into their college athletics programs. And apart from the US athletes themselves, that's where all of the top athletes from the Caribbean like Ato Boldon, Asafa Powell and Usain Bolt have gone.
Distance running is a case of the Ethiopians in particular simply being genetically better suited to distance running than runners from any other country. Most of the top Ethiopian athletes start training from a very young age, at extremely high altitudes. I read in Time magazine that three of Ethiopia's gold medal winning distance runners of the last 20 years have come from the same high altitude village.
