From his debut in 1997 to his last match against India in 2007, Pakistan played 94 matches (winning 36 (38%), losing 34 (36%) and drawing 24(26%))
Of these Shoaib played 46 - that's 49%. In these games Pakistan won 20 (43%), lost 16 (35%) and drew 10 (22%)
I guess withing those 46 games there are also the times that Shoaib pulled up lame during the match - Bangalore and Port Elizabeth in 2007, Sydney in 2005 and Lahore 2002 for example.
In Shoaib's defence for those 48 matches he might not always have been injured, bit dropped for other reasons. But mainly he was injured.

Compare this to M Asif who missed all tests matches vs IND, 3 out of the 4 vs ENG, all tests vs WI. So even if you exclude the times he was not selected after the debut in Sydeny Asif has missed 9 out of the 21 test matches. Gul on the other hand missed even more i would say about 60-65% of the test matches.
Another thing to remember is that 20 out of his 46 tests were against IND and AUS( best batting lineups). 10 out of those 46 games were against AUS and in all of these games AUS were at full strength.
Bottom line is that Shoaib is LESS injury prone than Gul and as injury prone as Asif
